Williams served as president of the Connecticut Historical Society from 1919-1922 and again from 1926-1934. He graduated from the Sheffield Scientific School at Yale, then studied medicine and graduated from New York University with is medical degree. He practiced in Cheshire, Connecticut, before moving to Hartford in 1887. His avocation was history and he collected documents relating to Connecticut, the Revolutionary War and the early Republic.
